Times are local using your system’s time zone and daylight saving time settings.  The script only works for your own location because of daylight saving time.

Calculations are based on the “higher accuracy” equations in Astronomical Algorithms, second edition, by Jean Meeus, and the full VSOP87 data set.
(The NOAA Solar Calculator doesn’t use these, that’s why the times may be a minute or two different.)
